I, Paul A. Prados, as Chairman of the Virginia 11th Congressional District Republican Committee, and pursuant to the Plan of Organization and as recommended and directed by the Virginia 11th Congressional District Republican Committee, do hereby issue this Call for a District Convention to be held at Lake Braddock High School, 9200 Burke Lake Road, Burke, Virginia 22015 or its alternate site, starting at 10:00 a.m. local time on Saturday, April 14, 2018, for the following purposes:
(a) Electing an 11th Congressional District Chairman of the Republican Party;
(b) Transacting such other business as may properly come before the Convention.

Qualifications for Participation

Participation is open to all legal and qualified voters of the 11th Congressional District under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who have met the requirements set forth in the Unit Committee Call under which they filed and were elected or made members of a military delegation. To participate, each individual must file and be elected through his or her local Republican Party unit committee (i.e., Fairfax County Republican Committee, Prince William County Republican Committee, or City of Fairfax Republican Committee).

Military Delegation
Military delegates to the 11th District Convention will be selected in conformity with the plan of Organization of the Republican Party of Virginia. Any member of the Virginia National Guard or the United States Armed Forces, Coast Guard, or Merchant Marine who is otherwise qualified to participate in Republican Party activities in Virginia’s 11th Congressional District and who is unable to participate due to such member’s military orders may be represented through the Convention’s Military Delegation
To participate in the activities of the Convention’s Military Delegation, such member must declare by email to the 11th District Chairman (chairman@vagop11.org) not later than 5:00 pm on Friday, March 2, 2018, that such member intends to support the Republican Party’s nominees running in Virginia’s 11th Congressional District in the November 2018 election and that such member’s active duty orders preclude the member from participating in Convention activities in person.

The District Chairman will provide such military member with a candidate preference ballot (together with instructions for submitting such ballot) that will be cast on the member’s behalf at the District Convention. Such completed ballot must be returned to the District Chairman not later than 5:00 pm on Monday, April 2, 2018.

Registration
Convention registration shall begin at 8:00 AM and shall remain open throughout the Convention. The Credentials Committee Chairman shall report to the Convention the number of delegates eligible to vote after each balloting period has been completed, but prior to the announcement of the results of such ballot. The Convention shall be called to order at 10:00 AM. Upon commencement of the first ballot for any office (or group of offices), and thereafter, no quorum call or point of order regarding the quorum of the Convention or of any committee thereof shall be in order.

Balloting
Election to all offices and of all nominees shall be by the method of voting selected by the Convention body. Balloting shall not begin before 10:30 a.m.

Composition of Convention
The District Convention shall be composed of individuals who are elected as delegates and alternate delegates by the respective units they represent; as well as members of the Military Delegation. Representation shall be based on a percentage of the total number of Republican votes cast in each county and city in the last Presidential and gubernatorial elections combined. Each unit is allowed one (1) Delegate Vote for every Two Hundred Fifty (250) Republican votes cast, or major portion thereof, in each county or city or portion thereof in the 11th District. Each unit shall be entitled to at least one (1) Delegate Vote. The delegates and alternates shall be elected in county and city mass meetings, party canvasses or conventions that shall be called for this purpose by each unit committee in conformity with the Plan of Organization of the Republican Party of Virginia. The Military Delegation will be constituted as outlined in the Military Delegation section of this Call.

The delegate votes by each Unit shall be as follows:

UNIT VOTING STRENGTH — MAXIMUM NUMBER OF DELEGATES

City of Fairfax 26 delegate votes (130 people maximum who can carry the unit vote)
Fairfax County 516 delegate votes (2,580 people maximum who can carry the unit vote)
Prince William County 128 delegate votes (640 people maximum who can carry the unit vote)
Totals 670 delegate votes, 3,350 people is the maximum who can carry the unit vote.

The delegates present in a given Unit delegation shall designate which alternate delegate(s) shall vote in the place of an absent delegate(s) except where the electing body electing the delegates has determined another method of alternate delegate selection. The number of military delegates in the Military Delegation shall count toward each unit’s maximum allowable number of convention delegates. The delegates present and voting at the Convention, as well as the Members of the Military Delegation, shall cast the full vote of the Unit delegation. In no event shall any person cast less than one-fifth (1/5) of a delegate vote.

Filing for Chairman of the 11th Congressional District Republican Committee
Any person seeking election as Chairman of the 11th Congressional District Republican Committee must, in writing, using the filing form approved by the Committee, along with a non-refundable filing fee of $500.00 in the form of a money order or non-postdated check made payable to the 11th Congressional District Republican Committee, notify the 11th Congressional District Republican Temporary Nominations Committee Chairman, Joan Watts, 2490 Tree House Drive, Woodbridge, VA 22192, prior to 4:00 p.m. on Tuesday, February 13, 2018 (postmark shall not count).

In the event that no more than one candidate Files for the office of District Chairman, that Candidate will be declared elected, the convention cancelled.

Delegate Registration Fees
Registration for the Congressional District Convention shall be accompanied by a $20.00 (Twenty dollars and no cents) non-refundable registration fee for each delegate and alternate delegate. Registration fees are not deductible for federal tax purposes.

Certification of Delegates
The said delegates and alternate delegates to the District Convention shall be certified in writing with their respective names, addresses (including zip codes), phone number, and, if applicable, email address, over the signatures of the permanent chairman and permanent secretary of the unit mass meeting or convention, or of the unit chairman of the unit committee which may have conducted a party canvass to select the delegates and alternate delegates. Certification of delegates will require that, the $20.00 registration fee for each delegate and alternate delegate listed on the certification form accompany the delegate and alternate delegate certification. Said list of Delegates and Alternate Delegates must be sent to the 11th District Committee in both paper and electronic format using the electronic format that will be provided to the units by the 11th District Committee.

All certifications and applicable fees, regardless of the date of unit mass meeting, party canvass, or convention must be postmarked no later than the fourteenth (14th) day after the adjournment of the unit mass meeting, party canvass, or convention, or delivered in person no later than 6:00 p.m., on the sixteenth (16th) day after the adjournment of the unit mass meeting, party canvass, or convention. All certifications and fees shall be delivered to the 11th District Chairman, Paul A. Prados at his office address, 1900 Campus Commons Drive Suite 100, Reston, VA 20191, or his designee. Copies of said delegate certifications shall be made available to any duly filed candidates to be selected by the 11th District Convention, within 72 hours of receipt by said Chairman.

After the deadline for the certification, no change may be made except a certified alternate delegate may be made a delegate or in the case where a correction of a delegate filing is required (e.g., improperly certified to the incorrect Congressional district). A copy of the published call of the convention, mass meeting, or party canvass called for the purpose of selecting delegates and alternate delegates to the 11th District Convention must accompany the certification, with the date of publication included.

Committees
Members of the Temporary Convention Arrangements, Credentials, Nominations, Elections, and Rules Committees shall be appointed by the 11th Congressional District Republican Committee Chairman and shall meet in advance of the Convention (at the discretion of the Temporary Chairman of each such Committee and the District Chairman) to perform their duties subject to ratification by the delegates present and voting at the Convention. The Convention shall be conducted, in order of precedence, in accordance with the Plan of Organization of the Republican Party of Virginia, this Call, and Robert’s Rules of Order, Newly Revised, 11th Edition.

Dissemination of Call
A full copy of this Call for Convention shall be posted, and available for download, on the 11th District website (www.va11gop.org) and the Republican Party of Virginia website (www.rpv.org). An electronic copy also will be made available upon request.

Pursuant to Article VIII, Section A, Paragraph 2 of the Plan of Organization of the Republican party of Virginia, by a two-thirds vote, the 11th District Committee decided to eliminate the publication of this Call in a newspaper of general circulation in the 11th Congressional District of Virginia.
